Except for a
few donor-assisted demonstration efforts, the energy needs of rural
public service agencies and institutions in areas not covered by the
electricity grid, in fields such as health, education and water remain
unattended. As a result, people without access to domestic electricity
services lack these services in the public sector as well. Large geographic
disparities in coverage, especially in the war ravaged North and East
of the country, provide opportunities for rehabilitation and rebuilding.
The RERED Project works with stakeholder ministries to apply energy
solutions appropriate to their sectoral strategies and goals. This
includes the identification and promotion of opportunities where provision
of energy services such as electricity, modern sources of thermal
energy and energy conservation have a significant impact on rural
income generation and social development.
For public institutions, the Project will provide technical assistance
for awareness creation regarding energy alternatives within ministries
and provincial councils, assessment of impacts and benefits of access
to energy, development of policy level energy guidelines and specifications
of standard energy packages. Support for implementation of selected
investments to ‘electrify’ rural institutions will be
available by leveraging additional financing from ongoing and planned
GOSL initiatives and donor-supported projects. The short-term focus
will be on the North and East, while the innovation solicitation approach
will be applied to seek broader participation and new ideas.
For commercial institutions, the Project will aim to mainstream productive
uses of off-grid schemes, targeting commercial/industrial off-grid
connections. Technical assistance includes:
